Then, refineries could be built all along the coast and pump the oil directly without the bother of drilling. The countries situated around the Gulf just need to shift their economies away from fishing and maritime ventures, and refocus on the oil industry.

This is a win-win situation. The cost of plugging the leak is saved, while at the same time creating a cheap method of attaining crude oil.
